Odisha University of Technology and Research (OUTR), formerly the College of Engineering and Technology, Bhubaneswar (CETB), was established in 1981 as a constituent college of the Odisha University of Agriculture and Technology. In 2021, the Odisha Assembly passed the OUTR Act upgrading it into a non-affiliating unitary state university.
Spread across a 100+ acre residential campus in Bhubaneswar, OUTR runs 18 departments covering engineering, architecture, biotechnology, textile technology, sciences and management.
